International standards and local regulations have addressed this issue more comprehensively, and organizations such as NFPA and FM GLOBAL have been the source of international standards. Fire systems are divided into six sections within their main subjects.

Fire systems are passive moving (fire detection, control valves, pumps) or stationary systems and are designed to operate for a minimum of 60 minutes when they are operated. Because of this reason, it cannot be known that a system which is not maintained is in working condition. At the same time, it is not possible to know how long and powerful a system will operate without the performance tests. As a result, the maintenance work should be carried out by fire companies who are specialized in fire systems and know the relevant standards. One of the first and most important systems in the protection of buildings and industrial structures against fire is fire detection and extinguishing systems. Fire detection and extinguishing systems provide rapid intervention to the fire by means of the field personnel detecting the fire at the earliest level and giving a warning, increasing the safety of property and life. After the fire extinguishing systems are installed, mechanical and electronic systems and components must be maintained.
Periodic Tests and Maintenance
All fire extinguishing systems required in this regulation will be subjected to periodic tests and maintenance as required by the system under the responsibility of the building owner, manager or the building authority to whom their responsibilities have transferred in writing. All newly installed systems will be subjected to initial testing. After the acceptance procedures are concluded to be sufficient and satisfactory by the competent authority, the reproducible copies of the as-built installation projects together with the test and inspection reports, device operation and maintenance instructions and periodic.
Fire Extinguishing Systems General Provisions
Fire extinguishing systems are fixed and mobile extinguishing installations used before and during fires in all buildings and buildings within the scope of this Regulation, such as tunnels, ports, airports, subways, open land enterprises. The requirements specified in this section are minimum requirements and do not prevent the choice of higher quality and higher performance installations and systems.
The extinguishing system installed in the buildings will be designed, installed and kept in working condition in a way that will not harm those in the building, prevent panic and extinguish the fire.
Fire extinguishing systems should be capable of extinguishing the fire that may occur in every building and during the economic life of the building, the system should be able to perform its duty by entering the circuit automatically and / or manually when necessary.
The characteristics of the fixed fire extinguishing systems and installation to be installed, the type and quantity of the equipment to be used, their placement will be determined according to the fire, type of the building and the materials that can be found in the building. All equipment to be used in the system and / or systems will be certified.
All kinds of fire extinguishing systems will be designed, installed and approved in accordance with the relevant TSE standards and installation regulations. All kinds of systems, devices, equipment and operating procedures required by this Regulation; once installed, unless otherwise stated in this regulation, it will be constantly maintained to ensure performance and working continuity. Maintenance work will be carried out in accordance with the requirements specified in this Regulation at a minimum, and if there are maintenance requirements above the requirements specified in this Regulation in the relevant TSE standards and installation regulations, these requirements will also be fulfilled.
The design and implementation of extinguishing systems to be installed in buildings will be subject to control and approval by the competent authority. Systems and devices that require periodic testing and maintenance will be tested and maintained under the supervision of the building owner, manager or the building authority to whom they have transferred their responsibilities in writing, as specified by the competent authority. Maintenance times, system operating instructions will be delivered to the building owner, manager or responsible building authority.
It will be the responsibility of the building owner, manager or responsible building authority to keep these documents for the life of the system and to keep them ready for inspection by the competent authority, together with the periodic test and maintenance service contract. Re-acceptance tests will be carried out when additions or cancellations occur to the system, any changes, repairs and adjustments to the system hardware. Written reports regarding all inspection and testing procedures specified in this section will be prepared and kept in the building by the building owner, manager or responsible building authority.
